Fedora CoreOS has no /etc/localtime, and podman fails the start of the
container on a missing mount source (exit 125, "statfs /etc/localtime:
no such file or directory"). Frigate files its recordings by UTC date,
and its web interface shows the time zone of the browser.

Upstream image pinned to 0.18.2 (amd64 + arm64), configuration and
recordings on the virtiofs mount, configuration seeded once and owned by
Frigate afterwards. The unauthenticated listeners of Frigate (5000) and
go2rtc (1984, 8554) are bound to the loopback by the seed. Detection
with OpenVINO on the CPU, the default of a new 0.18 configuration.
